2016  PASSED *Significant and Meaningful reform of the Virginia Proffer System, *Consolidation of SWM and E&S Laws into a single permit in Virginia.  *Prohibition of HOA and COA consent prior to issuance of a permit or license.   DEFEATED:  *Requirement for a 5 mile radius Traffic Impact Statement for all rezonings in NV.  *Requirement for 18 month waiting period following Rezoning approval before land could be developed by-right. 

 EPA Makes Changes to Lead-Safe Recertification Process:  Remodelers certified by EPA to work on homes that may contain lead paint under the Lead:  Renovation, Repair and Painting (RRP) rule now have the option to complete refresher training online.  More information on the requirements can be found using NAHB's "What You Need to Know about EPA Lead-Safe Recertification."

 OMB Releases Stricter 'Critical Habitat' Final Rules  The White House Office of Management and Budget has released a final Endangered Species Act (ESA) rulemaking that could make it more difficult for developers and builders to obtain federal wetland permits.  NAHB is particularly concerned that in the future these rules could result in larger areas being designated as critical habitat.

 OPEN FLOOR PLANS REMAIN A TOP PICK FOR CONSUMERS:Whether looking for a new home or revamping a current residence, home owners continue to be drawn to the feelings of spaciousness, easy flow and welcoming togetherness evoked by an open floor plan.  Pioneered in the early 20th century, open floor plans remain popular today, according to a recent survey from the National Association of Home Builders.  The survey found that 70 percent of buyers want a kitchen-family room area that is either completely or partially open, with 21 percent wanting it completely open.  Remodelers reported that 40 percent of their projects involve opening existing homes' main floors by removing interior walls entirely or by using countertops, cut-throughs or archways, rather than full walls, to define separate areas in a more open way.  Open floor plans not only maximize space and flow, they optimize natural light.  Windows serve more than their immediate area, illuminating the entire space.  With the increasing focus on accessible design, open floor plans meet another of today's needs -- with fewer doorways, they are easier to navigate in a wheelchair or with a stroller.
